Multipronged housing approach favoured

January 16, 2015

The Government will deal with Hong Kong's housing problems using a multipronged approach, such by engaging the Housing Authority and the Settlers Housing Corporation to supply various types of subsidised flats to meet the needs of different people.

Elaborating on the Government's housing initiatives outlined in the 2015 Policy Address, Secretary for Transport & Housing Prof Anthony Cheung told a press conference today 77,100 public rental housing units and 10,000 Home Ownership Scheme flats will be completed in the next five years.

The Government will engage public or non-profit making organisations to provide more property choices and home ownership opportunities for low and middle-income families.

To further improve the housing ladder, the Chief Executive proposed a pilot scheme under which the Housing Authority will identify public rental housing flats under construction for sale to Green Form applicants at prices lower than those of Home Ownership Scheme flats.

Mr Cheung said the scheme will help Green Form applicants achieve home ownership at a price level that is affordable to them while releasing more public rental units for allocation to families on the waiting list.

On the redevelopment of Tai Hang Sai Estate, he said the move involves changing the conditions of the land lease and land premium. The Government will follow up on the issue with its owner, the Settlers Housing Corporation.

Noting that Tai Hang Sai Estate is a private facility, Mr Cheung said the Settlers Housing Corporation should be responsible for rehousing its tenants.
