Basic Law key to stability

The Basic Law, promulgated for 26 years has converted the "one country, two systems" concept into concrete legal provisions for it to be implemented as a fundamental policy, Secretary for Justice Rimsky Yuen says.

 

Officiating at the Basic Law quiz and prize presentation ceremony today, Mr Yuen said the Basic Law has evidently succeeded in maintaining Hong Kong’s stability and prosperity since the Mainland resumed sovereignty over the city 19 years ago.

 

Noting that a small number of people in the community have recently challenged the rule of law and the Basic Law, he urged citizens to reflect upon the rule of law’s meaning and content objectively and in a balanced manner.

 

“The rule of law guarantees individual freedom and rights, but at the same time safeguards public interest,” he added.

  

The quiz was jointly organised by the Committee on the Promotion of Civic Education, the Home Affairs Bureau and the Basic Law Promotion Steering Committee, with the Department of Justice as co-organiser and aims to enhance public knowledge of the Basic Law in a lively and interesting way.

 

It was divided into Primary School, Secondary School and Open categories and participants answered questions online or on question sheets. Those with the highest scores in each category were selected by ballot to attend today’s finale to compete for the champion prizes.

 

The quiz received an enthusiastic response with more than 13,600 participants.
