Secretary for Commerce & Economic Development Gregory So says it is unlikely the Innovation & Technology Bureau proposal will be passed by the February 14 deadline, unless legislators stop their filibustering.
Speaking to the media today, Mr So said the Legislative Council Finance Committee has already spent eight hours deliberating on the issue but has yet to start scrutinising members' motions on the proposal.
If this pace stays the same it is unlikely the proposal will get passed before the deadline, he said.
He asked legislators to rethink why they would stop policies that help Hong Kong succeed, and urged them to stop filibustering.
