The observations of the Public Accounts Committee in its report on the value-for-money audit on the English Schools Foundation have been welcomed by Secretary for Education & Manpower Professor Arthur Li.
Professor Li thanked the Director of Audit and the committee for their reports and was gratified the latter shared his concern over the governance and management problems of the foundation which resulted in wastage of public resources.
He felt that the very strong language used by the committee vindicated his queries of the cost effectiveness of the foundation back in 2002.
Move forward
With accountability, the foundation should move positively forward to implement the improvement measures as recommended by the committee as soon as possible.
Professor Li said the committee's wish to expeditiously complete the review of government subsidies to the foundation. He urged the foundation to engage in the discussions in a co-operative and positive manner taking into account the interest of the overall education sector.
"I believe that ESF, like the Government, would not like to see our parents and students become victims of administrative mismanagement and stubbornness."
