More care home protection mooted

October 18, 2016

Administrative measures and legislation amendments will be considered to protect all people, including the disabled, in residential care homes.

Secretary for Labour & Welfare Matthew Cheung said today the Social Welfare Department and the Labour & Welfare Bureau are very concerned about the allegation that a former residential care home head had unlawful sex with a resident with an intellectual disability.

He said the bureau is seeking advice from the Department of Justice on the matter and the Government will consider amending legislation.

"We will draw experience from this case and see what measures we can take, both administrative and also in terms of amending the present legislation in order to make sure the ordinance fulfils the objective of protecting the well-being of all people residing in these homes. We will pursue this earnestly."

The woman involved in the alleged incident is being cared for in a subvented home.
