Concern over suspected sex assault

The Social Welfare Department has expressed its concern about allegations of unlawful sex involving the former head of a residential care home for the disabled in Kwai Chung and a resident with intellectual disability.

 

In response to media enquiries today the department noted the former superintendent has not taken up any duty nor been involved in the management of the home since he was detained by Police in 2014.

 

A woman has since then taken up the job as manager and notices were posted informing residents and their families of the arrangement.

 

The victim of the alleged sexual assault was immediately moved to another residential care services unit and given emotional support and other assistance. She then stayed at a subvented residential home run by a non-governmental organisation.

 

Social workers have been following up on her needs, including emotional and social welfare support. She is in stable condition.

 

The department’s social workers have also contacted other residents of the home to see what assistance they need.

 

The department said the home could not fully meet the requirements within the specified period as stipulated in the written directives notice the department issued to it on August 31 and September 9 according to the law.

 

In view of no substantial improvement in the care services provided by the home, the department has been seeking legal advice.

 

The District Court withdrew the charge on the former superintendent in May.
