Immigration officers arrested nine illegal workers and two employers in an anti-illegal employment crackdown on May 25 and 26.
They raided seven locations including restaurants, residential flats, a piggery, a logistics company and a pub and arrested three illegal workers and two employers.
The workers, all men, held recognisance forms which prohibit employment.
Officers also arrested six Mainlanders for parallel goods trading in Sheung Shui.
The department reminded employers not to hire illegal workers and warned visitors not to take up employment in Hong Kong without permission from the Director of Immigration.
