Amendment to the Basic Law should follow the mechanism and procedures listed out in Basic Law, and it cannot contravene the established basic policies of China regarding Hong Kong.
Secretary for Justice Rimsky Yuen was speaking to the media in Shenzhen today, saying that Basic Law Article 159 stated the mechanism and procedures required in amending the Basic Law.
He noted this article is important in maintaining the ‘One country, two systems’ principle.
Commenting on calls for independence, Mr Yuen said the Basic Law gives people freedom of speech and expression, but there are also some limitations in the law.
On the arrangement of Legislative Council election, Mr Yuen refuted claims that the Returning Officers’ decisions stifle candidates’ freedom of speech and political freedom, adding that there were no political screenings.
