Only HK agencies enforce HK laws

Only Hong Kong law-enforcement agencies have the legal authority to enforce laws in Hong Kong.

 

Chief Executive CY Leung made the statement today amid growing speculation concerning the whereabouts of a shareholder of a Causeway Bay bookshop.

 

He told the media no law-enforcement agency outside of the Special Administrative Region has any authority enforce laws in Hong Kong, as stated in the Basic Law and the “one country, two systems” arrangement.

 

He said it was necessary for him to restate the Government's position due to claims the missing persons case involves Mainland officers enforcing laws in Hong Kong. Mr Leung said there is no indication of other law-enforcement agencies operating in Hong Kong.

 

After the missing person’s family made a police report on January 1, Mr Leung said he called Acting Secretary for Security John Lee about the case and discussed with him the co-ordination of numerous departments to investigate the case.

 

The Government is very concerned about Hong Kong people’s rights and safety, he said, adding people should call the Police if they have any information that can help the investigation.
