August 13, 2015

High Court Judge Andrew Chan has been made Chairman and Commissioner of the Commission of Inquiry into Excess Lead found in Drinking Water, Chief Executive CY Leung announced today.

Former Independent Commission Against Corruption Commissioner and Ombudsman Alan Lai is the other inquiry commissioner.

The commission will conduct an independent investigation into the incidents of excess lead in public rental housing drinking water, review and evaluate the adequacy of the present drinking water supply regulatory and monitoring system, and make recommendations on drinking water safety to alleviate public concern.

The commission will file its report in about nine months, and may make an interim report if necessary.

Mr Leung said he trusts that the commission will conduct an independent, fair and comprehensive investigation by drawing on their qualifications and substantial public service experience.

Justice Chan noted the community's great concern about drinking water safety, and assured that the inquiry will be open and thorough. His report will be delivered to the Chief Executive within the requested time period, he added.
