Poll's democratic elements enhanced

September 09, 2012
Secretary for Constitutional & Mainland Affairs Raymond Tam has called on electors to vote in the 2012 Legislative Council Election.

Speaking to the media after casting his votes today, Mr Tam said under the 'one-person-two-votes' arrangement, democratic elements have been greatly enhanced.

“It is a fairer system because every voter can, from now on, have an equal number of votes, that is two votes,” he said.

He added that it is an important milestone in the development of the political structure, especially in the Legislative Council election.

Mr Tam said the voting progress has been smooth so far and he hopes the voter turnout rate will be higher than the 45.2% seen last time.

When asked whether the recent controversy over national education would affect voting, Mr Tam said different societal issues can raise public concern and he believed that electors will vote according to their independent judgment and free will.

Mr Tam said the Government has widely promoted the 'one-person-two-votes' arrangement. The public has a good understanding of how it works, and would exercise their voting right wisely.
