Jail time extended for piling scam

The former director of a piling subcontractor has had two more years added to his existing prison sentence for a construction scam.

 

Chan Kwong-yee, 49, former director of Hui Hon Foundations, was today found guilty at the District Court of one count of conspiracy to defraud.

 

The Independent Commission Against Corruption charge was for his role in a short piling scam at the Central & Wan Chai East Pumping Station & Screening Plant construction site.

 

The court heard that seven out of the 29 piles at the site in Central were found to be shorter than the prescribed length.

 

Sentencing him to four years, Deputy Judge Jenkins ordered that two years run concurrently to the 12 years he was already serving for a separate piling scam in Yuen Chau Kok public housing estate.

 

The Central & Wan Chai East Pumping Station & Screening Plant is a Drainage Services Department project.
