The eviction of protesters at Queen's Pier is being conducted peacefully, Secretary for Development Carrie Lam says, adding that the general public feels the Central reclamation and related road works are necessary and time-critical.

 

Police and Lands Department officers began removing protesters from the pier this morning, after an eviction order for them to leave the site expired. The operation was conducted peacefully.

 

Mrs Lam said that under the terms of the Central Reclamation Phase III works contract, the portion of the site occupied by Queen's Pier had to be handed to the contractor in February this year. However, due to requests to preserve the pier, the handover was delayed and has seriously impacted the work's progress and could give rise to contractual claims worth several hundred thousand dollars a day.

 

Mrs Lam said lot of work has been done in the past five months to gauge views from different sectors of the community and explore ways to better preserve, store and reassemble the pier. Lawmakers have approved funding to preserve it. She said the site must be handed to the contractor as soon as possible to avoid wasting public money.

 

Affidavit filed

On the Court of First Instance granting leave for the judicial review applied for by Local Action members, she said an affidavit has been filed outlining the Government's grounds for dismantling and reassembling the pier. The hearing is scheduled for August 7.

 

She said the Government is law-abiding and the granting of leave for the judicial review will not affect the handover. She hopes the court will deliver its judgement soon.

 

Chief Executive Donald Tsang said the Government has made every effort to safeguard public interest in preserving and relocating the pier.

 

"The Government noted the public's concern in this incident, and has every sincerity to maintain dialogue with the conservationists in future development projects. The Government will strive to strike a balance between development and conservation so as to reflect the general feeling and interests of the community," he said.

 

He called on protestors to leave peacefully and not harm themselves or those working at the scene.
