'No retroactive allowance system'

Secretary for Education Kevin Yeung has urged legislators to scrutinise the funding application to implement the Government's quality education package before the Legislative Council goes into summer recess.

 

He made the plea today saying, unlike with civil service pay rises, there is no retroactive mechanism to pay student subsidies should funding approval be delayed to the next legislative session.

 

The last LegCo Finance Committee meeting for the current legislative session is set for July 19.

 

"The civil service pay rise has already had an established mechanism for adjustment. So the back pay is also an established mechanism to do it. But for this allowance, if the Finance Committee did not approve it before the end of the legislative session, then we are not sure whether the approval will be given in the next legislative session."
