The Examinations & Assessment Authority submitted its 2016 Territory-wide System Assessment report to the Education Bureau today.
About 60,000 students at Primary Three and Secondary Three levels took part in the assessment.
The report said their performance in the three core subjects of Chinese, English and mathematics was steady.
The basic competency rates of Primary Three students for the three subjects were 81.1% to 89.9% while those of Secondary Three students were 69.6% to 80%.
The assessment helps schools understand their students' basic competency levels and areas for improvement.
It helps schools develop curriculum plans, and learning and teaching strategies.
