Job agency rules mooted

April 15, 2016

The Labour Department is inviting views on a draft code of practice aimed at promoting professionalism and quality services for employment agencies.

The draft code of practice restates the salient legislative requirements in the Employment Ordinance and Employment Agency Regulations that agencies must follow when running their business.

It also sets out the minimum standards the Commissioner for Labour expects of them.

A section of the ordinance empowers the commissioner to refuse to issue or renew, or revoke a licence if he is satisfied that a person is not fit to run an agency.

The draft code of practice also contains standards that are relevant to agencies engaging in the placement of foreign domestic helpers. Whether such agencies can meet such standards will be taken into account when issuing or renewing licences.

Written submissions can be sent by email, by fax to 2111 3395 or mailed to the Employment Agencies Administration, Unit 906, One Mong Kok Road Commercial Centre, 1 Mong Kok Road, Kowloon.
