Permanent Secretary for Education Cherry Tse says the $1 billion boost to the Qualifications Framework proposed in the 2014 Policy Address will promote lifelong learning and help young people map out progression pathways for their chosen industry.
This benefits all parties - employees and employers, education and training providers, assessment agencies and quality assurance bodies - while addressing the manpower shortage problem.
Speaking at a sharing session for the Chinese catering industry today, Mrs Tse said the Specification of Competency Standards under the Qualification Framework helps practitioners determine their starting point for further learning and progression, and reduces duplicated training. A mechanism that recognises prior learning provides a means for experienced practitioners to receive formal recognition of their acquired experience, skills and knowledge.
Established in 2008, the framework is a seven-level hierarchy covering qualifications in the academic, vocational and continuing education sectors, providing clear and accessible pathways for lifelong learning.
