Customs officers have arrested a 53-year-old man after seizing 1.4 million illicit cigarettes at Lok Ma Chau Control Point.
Officers found the cigarettes in an incoming lorry declared to contain electrical cords and chemical materials on July 20.
The market value of the cigarettes was $3.8 million with a duty potential of $2.6 million.
The driver was arrested and the lorry was detained.
