Co-location will comply with Basic Law

January 27, 2016

Co-location arrangements for the Guangzhou-Shenzhen-Hong Kong Express Rail Link will not breach the Basic Law and the "one country, two systems" principle, Secretary for Transport & Housing Prof Anthony Cheung says.

The Legislative Council's Public Works subcommittee today continued discussing additional funding for constructing the rail link's Hong Kong section.

Speaking to reporters after the LegCo meeting, Prof Cheung said the Government has been discussing the arrangements with Mainland authorities and will update lawmakers and the public on any progress.

He said the project may have to be shut down if funding is not secured.

"If we cannot come up with additional funding by a certain date, then we will need to trigger the suspension of works and that would mean a lot of uncertainties and serious consequences for Hong Kong," he reiterated.

Prof Cheung added that he told today's meeting any proposal from the Government will require LegCo approval and there will be an opportunity for lawmakers to really look at the details of the proposal, and then decide if that is in the best interest of Hong Kong.
