Public light bus safety upgrade set

Road traffic law amendments that aim to improve public light bus safety were gazetted today.

 

One of them requires a public light bus registered on or after December 1 this year to be fitted with an approved electronic data recording device, commonly called a black box. The Transport Department has approved seven black box models and authorised their respective installers. The list is available here.

 

The other requires an applicant for a public light bus driving licence on or after June 1, 2015, to have attended and completed a pre-service course. It will cover basic knowledge and laws on public light bus operation, occupational health, driving and road safety, handling of traffic accidents and emergencies, quality customer service and complaints handling.

 

The course fee is capped at $1,500, and a subsidy may be provided to low-income applicants.

 

The Road Traffic (Construction & Maintenance of Vehicles) (Amendment) (No. 2) Regulation 2014 and the Road Traffic (Amendment) Ordinance 2012 (Commencement) Notice will be tabled at the Legislative Council on July 2.

 

Subject to LegCo's approval, the legal requirements for the black boxes will come into effect on December 1, and those for the pre-service course on June 1, 2015.
