All gov't bills to be payable online

The Government's major bill-issuing departments will cater to online receipt and settlement of bills, such as water charges and rates, by 2015.

 

Delivering his 2014-15 Budget today, Financial Secretary John Tsang said, with the launch of the first Electronic Bill Presentment & Payment platform last year, the public can now receive and schedule payments for various types of electronic bills online.

 

"Major bill-issuing departments of the Government are expected to be on board by the end of this year to facilitate the online receipt and settlement of bills."

 

In collaboration with the Association of Banks, the Monetary Authority has issued the Best Practice for Near Field Communication (NFC) Mobile Payment in Hong Kong. Four objectives are set out in the Best Practice, namely “multiple payment services on a single NFC-enabled mobile phone, service continuity despite switching mobile network operators, service continuity despite changing phones, and a high level of security”.

 

Mr Tsang said an e-cheque service will launch next year, allowing people and enterprises to issue or deposit e-cheques online, and a scripless securities market is also set for implementation, enhancing efficiency and investor protection.
