Broadcasters censured for licence breaches

The Broadcasting Authority has censured Starvision and Auspicious Colour for breaching their non-domestic television programme service licences.
 
Starvision failed to adequately notify the authority of the cessation of one channel on its non-domestic television service in October last year.
 
Auspicious Colour failed to adequately notify the authority of the launch of two channels and the cessation of seven channels on its non-domestic television service from February 2009 to March this year.
 
It advised them to observe their licence provisions more closely.
 
Meanwhile, the Television & Entertainment Licensing Authority considered six complaint cases about licensees' non-compliance with codes of practice on programme and advertising standards.
 
The authority has dealt with 201 cases, involving 244 complaints, of which nine cases were classified as minor breaches and 144 were unsubstantiated. The remaining 48 were found to be outside the ambit of the Broadcasting Authority Ordinance.
