December 29, 2011
Secretary for Transport & Housing Eva Cheng has welcomed the results of the Airport Authority’s public consultation on the Airport Master Plan 2030 that show a majority of respondents support the three-runway option.

Speaking to the media today, Ms Cheng said the message was clear the majority of Hong Kong people want to see timely development of the airport as it is an important part of the economy, producing economic benefits and employment opportunities which are important for the city’s long-term competitiveness.

“Now we have got the Airport Authority’s recommendation, our aim is to complete our own procedures. And of course, it is a very important decision to trigger the next stage of work. We aim to do that in the first quarter of next year.”

She said the Government will study the economic, environmental and social aspects of developing a third runway, adding the engineering study and design financing and the environmental impact study are related.

A total of 24,242 questionnaires were received during the Airport Authority’s three-month consultation which ended in September.

According to the independent consultation report produced by the University of Hong Kong’s Social Sciences Research Centre, 73% of respondents said they prefer the three-runway option, with 11% opting to maintain the two-runway system.

The report also showed 80% of respondents agreed or strongly agreed the Airport Authority should make a decision urgently on expansion plans, while just 6% held the opposite view.

Researchers also took into account qualitative comments collected through channels such as public forums, Legislative Council and District Council meetings, signature campaigns and opinion surveys.
