Financial Secretary John Tsang has criticised filibustering legislators, saying their tactics affect the public.
He made the comment today after the Appropriation Bill 2015 was finally passed by the Legislative Council, having been delayed by filibustering.
He said such tactics hinder the council's efficiency and ultimately hurt the public.
Filibustering has been a growing problem in recent years, he said, urging legislators to stop using the tactic.
As funding for the Hospital Authority, the Legislative Council Commission, and University Grants Committee-funded institutions has been suspended, he said the Government has had to use reserves for their expenditure needs.
He expects government cash flow to resume normal from mid-June.
