May 28, 2016

Pilot projects

Pilot projects:  Secretary for the Environment KS Wong launches the Community Involvement Projects on Municipal Solid Waste Charging.

The Environment & Conservation Fund has approved the first batch of 14 applications to implement waste charging projects under the $50 million scheme to help the community prepare for municipal solid waste charging.

The approved projects, involving $12 million, will try out 'Pay as You Throw' charging arrangements in participating buildings and premises to enhance support for waste reduction and recycling efforts.

The 70 participating premises include both residential and non-residential buildings.

Launching the projects today, Secretary for the Environment KS Wong said municipal solid waste charging is a key initiative in the Hong Kong Blueprint for Sustainable Use of Resources to encourage the people to reduce and recycle waste.

He said the experience gained from running these projects will provide useful reference in preparing for future implementation of municipal solid waste charging in different premises.

The Government has been preparing for the implementation of quantity-based charging based on the Council for Sustainable Development’s recommendations, which include the setting of charging level, formulation of implementation details, development of complementary systems, and drafting of legislation.

He said he hopes legislative proposals can be ready within the 2016-17 legislative session.

The second batch of applications for the community involvement projects is open until June 27.
