The Promotion of Recycling & Proper Disposal (Product Container) (Amendment) Bill 2015 was published in the Gazette today and will be tabled at the Legislative Council on July 8.
The bill seeks to implement the producer responsibility scheme on glass containers in line with the polluter pays principle.
It is the second product eco-responsibility bill introduced by the Government this legislative year.
The bill proposes to include glass beverage containers at the first stage. A recycling levy will be payable for the glass beverage containers that are distributed or consumed in Hong Kong.
Manufacturers and importers distributing glass beverage containers in Hong Kong will have to be registered as "registered suppliers" and pay the recycling levy.
The bill also proposes applying licensing control to the disposal - including storage, treatment, reprocessing and recycling - of waste glass containers.
