Basic Law interpretation constitutional

November 05, 2016

The interpretation of the Basic Law by the National People's Congress Standing Committee is part of Hong Kong's legal system, Financial Secretary John Tsang says.

Speaking to the media at the airport before departing for the Middle East today, Mr Tsang said the oath-taking issue is related to national sovereignty and the Central Government attaches great importance to the issue.

He said the committee is fulfilling its duty to safeguard national sovereignty by interpreting Basic Law Article 104.

Its interpretation will be binding on the Hong Kong Special Administrative Region Government, the courts and the Legislative Council.

Sixtus Leung and Yau Wai-ching should have known their actions had gone far beyond Hong Kong people's bottom line, and should reflect on whether they are still fit to be legislators, he added.
