Mainland laws not enforced in HK

July 06, 2016

Only local laws are enforced in Hong Kong and apart from those listed in Annex 3 of the Basic Law, Mainland laws are not effective here.

Secretary for Security TK Lai made the statement today after he and other officials attended a meeting with Mainland officials yesterday to discuss the notification mechanism between Hong Kong and the Mainland.

He said there is no extradition arrangement between Hong Kong and the Mainland, and Mainland authorities made no request for law enforcement assistance regarding bookseller Lam Wing-kee at the meeting.

Secretary for Justice Rimsky Yuen said Police should continue investigating the Lam case, especially for any discrepancy between what was depicted in a video recording of the case shown at yesterday's meeting and what Mr Lam has said in Hong Kong.

On Mr Lam's claim of a threat to his personal safety, Acting Commissioner of Police Tony Wong said Police will contact him to assess the risk.

Police will give him protection if required.
