Notification mechanism to improve

July 06, 2016

Mainland officials have agreed to improve the notification mechanism between Hong Kong and the Mainland.

Chief Executive CY Leung briefed the media on the issue today with Secretary for Justice Rimsky Yuen and Secretary for Security TK Lai who met Central Government officials in Beijing yesterday.

Quoting Minister of Public Security Guo Shengkun, Mr Leung said the Central Government attaches great importance to the mechanism review requested by the Hong Kong Special Administrative Region Government and arranged a meeting quickly.

Mr Guo agreed to follow the community's wishes to improve the mechanism which has been implemented for more than 10 years.

Mr Leung said both sides agreed to shorten the notification time limit to less than two weeks.

The notification content should be clear, such as including the summary of facts for the cases involved, and more agencies will be covered in the notification.

He said the HKSAR Government is proposing widening the mechanism to cover all law enforcement agencies.

Another meeting will soon be arranged.

Mainland officials also briefed the delegation on the cases of bookseller Lam Wing-kee and the money exchange shop murder.

Mr Leung said the HKSAR Government attaches great importance to Mr Lam's alleged personal safety issue, adding Police are investigating the Causeway Bay bookstore incident and the money exchange murder.
