The Government received 1,241 requests under the Code on Access to Information in the first quarter of the year, the Constitutional & Mainland Affairs Bureau said today.

 

The total number of requests received since the code's introduction in March 1995 up to end March 2015 amounted to 46,149.

 

Of these, 2,666 requests were subsequently withdrawn and 2,090 requests covered cases in which the bureaus or departments concerned did not hold the requested information. At the end of March, 168 requests were still being processed.

 

Among the 41,225 requests to which the bureaus or departments had responded, 39,395 were met in full while 868 were met in part and 962 were refused.

 

Anyone who is dissatisfied with the response of a bureau or department under the code can request that the matter be reviewed. They can also lodge a complaint with the Ombudsman.

 

The Ombudsman received nine complaints relating to requests for information in the first quarter.

 

During the period, the Ombudsman completed investigations into nine complaints. Five were concluded and settled. As at March 31, the Ombudsman was still investigating eight complaint cases.
