District election study launched

The Electoral Affairs Commission has invited the public to submit views on the proposed guidelines for election-related activities in the District Council Election set for November 22.

 

Announcing the public consultation details at a press conference today, commission Chairman Barnabas Fung said: "The proposed guidelines aim to provide a code of conduct based on the principle of fairness and equality for conducting election-related activities. They also give guidance in layman's language on compliance with the relevant electoral legislation."

 

The proposals reflect changes in electoral legislation, including the total number of District Council constituencies, revise some technical details concerning voter registration arrangements and electoral procedures, and elaborate on certain parts of the guidelines and aligns them with the other electoral guidelines.

 

They also update provisions on areas including collection of personal data for electioneering, soliciting election donations, and procedures on approving exit poll applications.

 

The 30-day consultation will end on June 3. People can express their views by email or at a public forum to be held at Quarry Bay Community Hall on May 19.
