Democracy must follow law: CE

December 15, 2014

As the occupy movement came to an end following the clearance of the occupied roads in Causeway Bay today, Chief Executive CY Leung urged people pushing for democracy to do so in accordance with the law.

Speaking to reporters, Mr Leung said society should pursue "democracy with the rule of law", that is, exercising democratic rights in compliance with the law.

Universal suffrage must be implemented according to the Basic Law and the relevant decisions of the National People's Congress Standing Committee, Mr Leung reiterated, adding that democracy without the rule of law is "anarchy".

He urged people, including those who advocate democracy through illegal means or in breach of the Basic Law, to fully understand and adhere to the city's mini-constitution.

Mr Leung noted that the occupy movement heavily damaged public order and the rule of law, adding that law enforcement agencies will deal with illegal acts in accordance with the law.
