Talks must be based on NPCSC decision

October 11, 2014

Chief Secretary Carrie Lam said today that any dialogue on constitutional development must be based on the National People’s Congress Standing Committee’s decisions and a common goal to implement universal suffrage in selecting the Chief Executive in 2017.

Mrs Lam told reporters that over the past two days, many people have expressed hope that the Government could reopen talks with student representatives, but she stressed the objective and nature of the talks are important factors for doing so.

She said Hong Kong’s constitutional development must move forward according to the ‘five-step process’, and the next step would be a second round of consultations during which the Government would seek public views on specific proposals.
