Constitutional development reports published

July 15, 2014

The Chief Executive submitted his report today to the National People's Congress Standing Committee on whether there is a need to amend the methods for selecting the Chief Executive in 2017 and for forming the Legislative Council in 2016.

The Government also published the Report on the Public Consultation on the Methods for Selecting the Chief Executive in 2017 & for Forming the Legislative Council in 2016.

It summarises the views expressed by the Legislative Council, District Councils, organisations in different community sectors, and individuals, plus opinion polls conducted during the consultation period.

In light of the consultation results, the Chief Executive has come to the view that Hong Kong people generally hope universal suffrage for the Chief Executive election can be implemented in 2017.

This will allow over 5 million eligible Hong Kong voters to elect the next Chief Executive through "one person, one vote" in 2017, thereby taking an important step forward in the city’s constitutional development.

He also feels the method for forming LegCo in 2016 in Annex II to the Basic Law need not be amended.

The public submissions received and opinion polls conducted during the consultation period are published in the appendices to the consultation report.

Copies of both reports can be downloaded here or obtained from the 18 District Offices.
