Reform must follow Basic Law: SJ

March 09, 2014

Secretary for Justice Rimsky Yuen said different places should carry out constitutional reform with reference to their unique historical and political backgrounds, a method which is internationally recognised.

Mr Yuen told reporters today Hong Kong should consider its status as a special administrative region, and the requirement to comply with the Basic Law as it handles constitutional reform. He noted that the United Nations has also said different places should take into account their own situations when handling electoral issues.

He also said National People's Congress Standing Committee Chairman Zhang Dejiang’s remarks were perfectly consistent with the Hong Kong Government’s stance.

"In taking forward our constitutional development, we stress and it is the fact that we need to work on the basis of the Basic Law as well as the relevant interpretation and decision of the NPCSC."
