Committee to review ICAC expenses

Chief Executive CY Leung has formed a committee to review the Independent Commission Against Corruption’s regulatory systems and procedures for handling official entertainment, gift and duty-visit expenses.
 
Speaking to the media today, Mr Leung said the move is in response to community concern about press reports on the handling of expenses by former ICAC Commissioner Timothy Tong.
 
The Independent Review Committee on ICAC's Regulatory Systems & Procedures for Handling Official Entertainment, Gifts & Duty Visits will be chaired by Chow Chung-kong, Chairman of the Advisory Committee on Corruption.
 
Its members are Chairman of the Corruption Prevention Advisory Committee Albert Au, Chairman of the Citizens Advisory Committee on Community Relations Prof John Leong, and Chairman of the ICAC Complaints Committee Dr Leong Che-hung.
 
Directly responsible to the Chief Executive, the committee will submit a report to him within four months, which will be made public.
 
 


The committee will review the ICAC’s regulatory systems and procedures for handling expenses on official entertainment, gifts and duty visits, including arrangements for application, reimbursement and approval; review the compliance of ICAC staff of all ranks during the term of the former commissioner to the regulatory systems and procedures; and, make recommendations on improving the systems and procedures.
 
The ICAC welcomed the committee's establishment and pledged full co-operation with it, saying its officers are committed to safeguarding the commission's good reputation. It said officers will strictly comply with professional conduct in discharging their duties to uphold fairness and integrity in the fight against corruption.
