CS urges lawmakers to respect procedure

Chief Secretary Stephen Lam has urged lawmakers not to delay the legislation of the Legislative Council (Amendment) Bill 2012.
Briefing the media today, Mr Lam said the bill, which prevents resigning legislators from standing in by-elections for six months, is reasonable, constitutional and has public support.
Mr Lam urged the lawmakers responsible for obstructing the passage of the bill to respect the Rules of Procedure, and not waste time and public resources.
The Government is co-operating with legislators to ensure the more than 10 other remaining Government bills are scrutinised within this term of administration. The legislation process of these bills is going smoothly, he said.
