ExCo approves Gov’t shake-up

The Executive Council today endorsed the proposed reorganisation of the next-term Government.
Chief Executive-elect CY Leung welcomed the move.
"With reorganisation, the politically appointed team would be able to better reach out to the public. They can formulate policies and plans that address the people's concerns and strengthen co-ordination of crosscutting policy areas.
"I hope the Legislative Council will approve the proposals as soon as possible so the next-term Government can address livelihood concerns in a timely and effective manner."
If the reorganisation package is not approved, he said it will cause a delay of up to six months as the current LegCo term finishes in July. LegCo reconvenes in October.
He said the new Government structure will better serve the community, especially in dealing with Hong Kong's pressing housing issues.
Chief Secretary Stephen Lam said the Government will table the proposal at LegCo so it will be ready for the new team to be sworn in on July 1.
He said Mr Leung briefed department heads on his reorganisation plan in a meeting today and all supported the reshuffle.
Under the proposal, deputy posts will be created to share the workload of the Chief Secretary and the Financial Secretary.
The Culture Bureau will be formed to formulate a holistic policy to develop Hong Kong into a cultural hub.
The Commerce & Economic Development Bureau will be split into the Technology & Communications Bureau and the Commerce & Industries Bureau.
The Development Bureau and the Transport & Housing Bureau will become the Housing, Planning & Lands Bureau and the Transport & Works Bureau.
Six politically appointed officials, political assistants, six directorate and 45 non-directorate posts will be created. The annual provision required will be $72 million.
