Consensus on Mainland mothers urged

Secretary for Constitutional & Mainland Affairs Raymond Tam says the Government will take any action necessary to curb the rise in pregnant Mainland women giving birth in Hong Kong.
However, overwhelming community consensus is required before the Government considers proposing a Basic Law amendment.
Mr Tam said today the Government has proposed several administrative measures to deal with the problem, which have prompted different views in the community.
He said the amendment or interpretation of the Basic Law is a very serious measure.
"This is our constitution, so, whatever we do, we have to be sure there is an overwhelming consensus in the community. We have yet to see such consensus emerging."
Mr Tam said he hopes to discuss the legal considerations of the issue with the Law Society and the Bar Association, and the Secretary for Justice as soon as possible.
He said he will explain the rationale behind the Government's proposal to different sectors in a quest for community consensus.
