District councillor jailed for reimbursement fraud

Kwun Tong District Council member Law Chun-ngai and Friends of the Youth Chairman Thomas Tang have been jailed for up to nine months by Kwun Tong Magistracy for making false expenses claims.

 

Law, 44, was jailed three months, while Tang, 46, was jailed nine months.

 

On November 29, 2001, Law submitted to the council an application for reimbursement of expenses incurred in connection with an activity organised by Shun Lee Community Development Association. Law had provided four false quotations, purported to show that those quotations were issued by the respective companies as stated.

 

Between January 2002 and January 2003, Tang produced 19 false quotations to the council for reimbursement of expenses relating to various activities organised by the Ping Tin Residents Association and the Friends of the Youth. The production of six of the activities was eventually contracted to companies owned or otherwise controlled by Tang.

 

Had the council known of the false quotations, it would not have issued payments totalling $21,240, $72,750 and $27,300 respectively to the three organisations.
