Ex-uni professor sentenced for fraud

*
ICAC

Former Chinese University professor Chan Wing-wah has been ordered by the District Court to perform 200 hours of community service for deceiving the institute of $1.9 million in housing allowances.

Chan, 52, was found guilty of two counts of using a document with intent to deceive.

On October 10, 1990, he submitted to the university an application for private tenancy allowance, which falsely claimed that the leased accommodation on Tin Hau Temple Road, North Point, was not owned by him, his spouse or a relation, and that neither he nor his spouse, and none of their relations, had a financial interest in it.

On August 31, 1998, the defendant submitted to the university another document, falsely claiming that a director and shareholder of Mountway Limited, from whom he had leased the property under the allowance, was not his relative. However, Mountway was owned by the defendant's relatives and controlled by him. As a result, he fraudulently obtained the allowance.
