The Environmental Protection Department announced today supplementary notes setting out the requirements and application procedures for Hong Kong enterprises to participate in Clean Development Mechanism projects on the Mainland.
They include provision of statutory declarations and documentation for information verification, such as the firms' board of directors and share holding through Hong Kong lawyers qualified for notary services on the Mainland.
The department will issue the letter of certification for qualified Hong Kong firms under the Measures for Operation & Management of Clean Development Mechanism Projects in China. The National Development & Reform Commission will treat them as Chinese enterprises in processing the applications.
The department said these projects have enormous potential, with about a third being conducted on the Mainland, involving substantial capital and major technology transfer.
By developing such projects, local firms can invest in appropriate energy efficiency projects, participate in developing new energy or renewable energy and explore opportunities in green business.
They can also contribute to efforts to combat climate change by facilitating the Mainland and Hong Kong in further reducing greenhouse gas emissions and achieving sustainable development.
