No franchise re-assignment in Citybus deal

The acquisition of Citybus by a company which owns New World First Bus will not involve a re-assignment of its franchise, Secretary for the Environment, Transport & Works Sarah Liao says.

 

Speaking this afternoon, Dr Liao said it involves a buy-out by Chow Tai Fook Enterprises from the Stagecoach Group.

 

At the moment this does not involve a re-assignment. However, if a re-assignment of the franchise is applied for, it has to go through Chief Executive-in-Council.

 

She said that during the process, the Government will consider whether it will bring any benefits to the public in service, and whether it can maintain fair competition and a level playing field in the bus business.

 

She said even if the two franchises are combined, it will consist of only one quarter of the entire bus business in Hong Kong, adding that commuters still have other choices.
