The body considers nominations and makes recommendations for an honour or award given to people in recognition of their significant contribution to Hong Kong or dedicated public and community service.

The Chief Secretary is also chairman of the non-official Justices of the Peace Selection Committee. Other members include Laura Cha, Charles Lee, Ronald Arculli, Anthony Cheung, Bernard Chan, the Secretary for Home Affairs, the Chief Executive's Office director, and the Director of Administration. Deputy Director of Administration (1) is the secretary.

It considers nominations and makes recommendations for the appointment of non-official JPs. Its main function is to visit custodial institutions or detention centres to ensure they are effectively managed and no inmate is unfairly treated or deprived of their rights.
