The 2003 District Council elections will be held on November 23, Secretary for Constitutional Affairs Stephen Lam said.

Speaking after visiting the Sham Shui Po District Council Mei Foo Constituency by-election polling station today, Mr Lam said nomination for candidates will start in early October.

He believes there should be sufficient time for candidates and political parties to prepare for the elections.

There will be 400 elected seats up for grabs.
