Hospital tenders invited
The Food & Health Bureau today invited four prequalified tenderers to submit tenders to run the Chinese Medicine Hospital in Tseung Kwan O.
They are Hong Kong Baptist University, Pok Oi Hospital, Tung Wah Group of Hospitals and Yan Oi Tong.
The Government launched the prequalification exercise in September 2019 and announced on May 2 this year that the above organisations were prequalified and would be invited to join the second stage of the tendering exercise.
The tender invitation will close at noon on December 31. Tenders will be considered in accordance with the selection criteria and marking scheme set out in the tender document.
The Government plans to award the service deed to the successful tenderer by mid-2021.
The service deed will cover arrangements for commissioning and a 10-year service period extendable by five years at most, followed by a six-year post service period.
The operator shall incorporate a company limited by guarantee to manage, operate and maintain the hospital and obtain an operating licence.
The Chinese Medicine Hospital project adopts a public-private partnership model.
The Government will support the hospital's sustainable development through injection of major resources in terms of capital investment for constructing and equipping the hospital as well as recurrent funding for the provision of subsidised hospital services, training and research in the Chinese medicine industry.
