New pacts to avoid double taxation

October 14, 2026

Six orders made by the Chief Executive in Council to implement Comprehensive Avoidance of Double Taxation Agreements (CDTAs) with six countries will be published in the Gazette on October 16.

The CDTAs were signed between May last year and March this year, involving Barbados, Jordan, the Kyrgyz Republic, Maldives, Norway and Rwanda.

They ensure that Hong Kong residents and the tax jurisdictions concerned will not be taxed twice on the same income. The pacts also help investors better gauge potential tax burdens from their cross-border economic activities, boosting bilateral trade and investment.

The six orders will be tabled at the Legislative Council on October 21 for negative vetting.

The agreements will enter into force once Hong Kong and the treaty partners complete their ratification procedures.
