Chief Executive John Lee said today that the Buildings Department is investigating the One Stanley development to ascertain whether it involves construction quality problems and whether site supervision was properly carried out, adding that the law will be strictly enforced if violations are found.

Speaking to media this morning ahead of the Executive Council meeting, Mr Lee emphasised that he attaches great importance to the construction quality of building works in Hong Kong.

“I am also concerned as to whether the professionals involved in the works have discharged their duties of supervision properly, and whether the contractors have carried out the works in breach of requirements. These concern the professional standards, quality and safety of Hong Kong's construction works.”

Mr Lee said he would not comment on the details of the case as the investigation is ongoing.

He remarked that he has asked the Development Bureau to monitor the investigation into One Stanley and the standards of construction works as a whole, to ensure strong deterrence, and to severely punish those involved in any violations. He stressed that this will safeguard the high professional standards, quality and safety of Hong Kong's construction works.

Mr Lee added that the bureau will submit proposed amendments to the Buildings Ordinance before the end of this year. These will strengthen regulation and increase penalties and punishments for malpractice and substandard performance.
