Views sought on election guidelines

Electoral Affairs Commission Chairman David Lok (centre) invites views on proposed guidelines on election-related activities in respect of the Election Committee Subsector Elections.

The Electoral Affairs Commission (EAC) today released proposed guidelines on election-related activities in respect of the Election Committee Subsector (ECSS) Elections, and will conduct a public consultation on them from now until July 10.

 

The 2026 ECSS Ordinary Elections will be held at the end of this year. The EAC reviews and updates its guidelines on election-related activities before each ECSS Ordinary Election cycle.

 

EAC Chairman David Lok said the guidelines aim to explain the electoral laws in simple language, with a view to reminding remind candidates and other stakeholders of relevant provisions and requirements.

 

The guidelines also aim to promulgate a code of conduct based on the principles of fairness and equality with regard to election-related activities not explicitly covered by the law, he added.

 

The proposed guidelines are based on the July 2021 edition of the guidelines and supplementary information compiled in July 2025 for the ECSS By-elections held last year. Amendments fall mainly across four categories.

 

First, there is a focus on reflecting the latest electoral legislation, which includes updating arrangements regarding the preparation of ballot paper accounts and ballot counting.

 

Second, new or enhanced election-related arrangements are highlighted: for instance, voters or their authorised representatives can check their registration particulars and access the Online Voter Information Enquiry System to check information relevant information via "iAM Smart".

 

Third, attention is paid to the contents of the guidelines to enable candidates and other relevant persons to more easily grasp the areas which they should pay attention to.

 

Fourth, there are amendments to the structure and content of the proposed guidelines, for example by explaining the relevant arrangements in the form of lists and flowcharts, and consolidating chapter content, for the purposes of concision and comprehension.

 

The proposed guidelines are available on the EAC website or at the Registration & Electoral Office, the Home Affairs Enquiry Centres of all district offices, and major and district public libraries.

 

Members of the public are invited to submit written representations on the proposed guidelines to the EAC Secretariat by email, by post to 8/F, Treasury Building, 3 Tonkin Street West, Cheung Sha Wan, Kowloon, or by fax to 2511 1682.

 

For written representations submitted by post, the postmark date will be taken as the submission date. Late submissions will not be considered.
