Contractor suspended from bidding

March 20, 2026

The Development Bureau has imposed regulatory action on a contractor involved in yesterday’s fatal industrial incident at a public housing construction site in Kwai Chung.

In a notification issued to the contractor today, the bureau suspended it from tendering for public works contracts in the buildings category with immediate effect, in accordance with the regulatory regime.

The bureau highlighted that the contractor is on the List of Approved Contractors for Public Works.

It must conduct an independent safety audit to review its safety management system, then submit an improvement action plan and implement improvement measures to demonstrate that it has an effective safety management system in place before the lifting of the suspension from tendering can be considered.

The suspension is also applicable to tender exercises in which procedures have been initiated but not concluded.

The Labour Department is investigating the incident.

Subject to the department’s findings, the bureau may impose further regulatory actions on the contractor. This may include extending the suspension period and even removal from the abovementioned list of contractors.
